Burung kecil yang mampu terbang tanpa henti

Blackpoll warbler (Setophaga striata)

Blackpoll warbler (Setophaga striata) merupakan burung kecil yang berbiak di Amerika Utara, mulai dari Alaska hingga Kanada dan New England. Meski bertubuh mungil, burung ini mengundang decak kagum para ilmuwan dan ahli burung dunia, karena mampu terbang sejauh 1.500 mil (2.414 km) selama 2 hari tanpa henti, dalam perjalanan panjang migrasinya melintasi Samudera Atlantik hingga ke kawasan Amerika Selatan.
Penelitian tersebut dilakukan para ilmuwan dari Universitas Guelph di Ontario, Kanada, bekerjasama dengan Pusat Ecostudi Vermont.

Yang menarik, hasil riset ini berhasil mengungkap misteri yang selama 50 tahun menjadi perdebatan, yaitu apakah burung sanggup terbang nonstop saat melintasi samudera, atau mencari pulau terdekatnya untuk istirahat sebelum meneruskan penerbangan maratonnya.

Hasil penelitian yang diterbitkan dalam Jurnal Biology Letters menyebutkan, blackpoll warbler yang berasal dari keluarga Parulidae itu mampu melakukan perjalanan panjang sejauh 1.500 – 1.721 mil selama 2-3 hari tanpa pernah berhenti.

Pada musim dingin, blackpoll warbler akan bermigrasi, dimulai dari New England di timur Kanada hingga ke Puerto Rico, Kuba, dan Antilles Besar, selanjutnya menuju utara Venezuela dan Kolombia. Hasil penelitian ini menjadi bukti yang tidak terbantahkan bahwa jenis burung berukuran kecil pun mampu terbang tanpa henti melintasi Samudera Atlantik.
“Kami senang bisa melaporkan bahwa ini merupakan salah satu perjalanan nonstop di atas air paling panjang yang pernah direkam untuk jenis burung kicauan, dan akhirnya menegaskan apa yang telah lama diyakini dan menjadi salah satu bentuk migrasi paling luar biasa di planet ini,” kata Bill DeLuca, penulis hasil penelitian tersebut.

Sebelum melakukan perjalanan panjangnya, burung blackpoll warbler akan makan sebanyak mungkin, bahkan jumlahnya bisa dua kali lipat dari ukuran tubuhnya. Dengan demikian, burung mempunyai energi dan lemak yang cukup untuk terbang nonstop selama 2-3 hari tanpa perlu makanan dan minuman.

“Burung blackpoll warbler tidak mempunyai pilihan untuk gagal atau terbang pendek, sebab ini adalah penerbangan hidup atau mati yang membutuhkan begitu banyak energi,” ungkap ketua tim Kanada, Ryan Norris dari Universitas Guelph.
Hasil dari penelitian ini harus disikapi para ilmuwan dengan melihat lebih dekat bagaimana perubahan iklim bisa mempengaruhi burung. Sebab, mereka mungkin akan menghadapi badai yang lebih keras pada masa depan, yang membuat penerbangan migrasinya menjadi lebih menantang.

Berkenalan dengan Karang Agung Ilir


Berbagi cerita sedikit tentang tempat yang masih asing didengar oleh temen-temen, daerah yang akan diceritakan pada kali ini adalah Karang Agung Ilir, sebuah daerah yang menjadi bagian dari Provinsi Sumatera Selatan dan masuk di Kabupaten Musi Banyuasin. Karang Agung Ilir namanya, konon adalah daerah Transmigrasi pada zaman Pesiden Ir.Soeharto kisaran tahun 1980-an. Karang Agung Ilir terdiri dari beberapa Desa yang di identitaskan dengan nama Primer, adapun desa tersebut sebanyak 12 Desa atau 12 Primer, mulai dari Primer 1 sampai dengan Primer 12. Letak primer ini saling berhadap-hadapan, kita mulai dari yang pertama yaitu, primer 1 berhadapan dengan primer 7, primer 2 berhadapan dengan primer 8, primer 3 berhadapan dengan primer 9, primer 4 berhadapan dengan primer 10, primer 5 berhadapan dengan primer 11 dan primer 6 berhadapan dengan primer 12. Dahulu Karang Agung Ilir Masuk dalam Kecamatan Bayung Lencir, Kabupaten Musi Banyuasin. Tapi sekarang sudah terpecah menjadi 2 dan menjadi Kecamatan tersendiri, sekaligus terpecah menjadi 2 Kabupaten. Untuk primer 1,2,7,8 bergabung dengan daerah sebelah yaitu Karang Agung Tengah dan tidak lagi berkecamatan di Bayung Lencir melainkan menjadi kecamatan tersendiri yaitu Kecamatan Lalan, Kabupaten Musi Banyuasin, sementara primer 3,4,5,6,9,10,11,12 bergabung dengan Kecamatan Banyuasin II, sekaligus menjadi Kabupaten tersendiri yaitu Kabupaten Banyuasin. Jadi sekarang daerah karang agung terpecah menjadi 2, yang 4 desa masuk kabupaten musi banyuasin dan yang lainnya masuk ke kabupaten banyuasin. Perbatasan Kabupaten pun terletak di daerah karang agung ilir, yaitu primer 2 berbatan dengan primer 3, dan primer 8 berbatasan dengan primer 9, untuk tanda pembatasan menggunakan kanal (kali) yang dibuat melalui kesepakatan bersama.
Lanjut ke masalah ekonomi, daerah ini berpenghasilan dari cara bertani, untuk jenis pertaniannya yaitu Padi. Menurut keteragan dari warga sekitar bahwa sistem pertanian disana sedikit berbeda dengan daerah lain, karena petani disana terpatok pada musim untuk mulai bertani. Biasa masyarakat melakukan/mengerjakan pertanian pada musim penghujan, karena pada musim kemarau mereka akan kesulitan untuk menanam khususnya padi, pada musim kemarau juga kondisi air disana asin sehingga mempengaruhi pertumbuhan padi. Sehingga masyarakat lebih memilih untuk bertani pada musim penghujan, walaupun demikian ternyata petani disana masih kesulitan apabila terlalu banyak air akibat hujan yang turun, karena bisa mengakibatkan persawahan yang ada disana akan tenggelam, oleh karena itu petani disana harus pintar membaca situasi yang ada.

A consortium of Burung Indonesia, the Royal Society for the Protection of Birds and BirdLife International, established Hutan Harapan to protect and restore the biodiversity, productivity and ecosystem balance of 98,555 ha of dry lowland rainforest in Jambi and South Sumatra Provinces, Sumatra. PT Restorasi Ekosistem Indonesia (PT REKI) received the first ever ecosystem restoration concession (ERC) license issued by the Indonesian government in 2008. With support from international donors, financial institutions and business partners, PT REKI manages Hutan Harapan. Hutan Harapan is offering a unique opportunity to join and shape this groundbreaking initiative. Accommodation is provided on site in a comfortable base camp which is located 3 hours by car south of the city of Jambi.

Summary
A proactive Director of Operations is required to manage and lead the daily operational activities of Hutan Harapan and meet the requirements of PT REKI’s ERC license, according to the strategic direction set by the Harapan Partner organizations. A minimum of 10 years’ experience at an advanced management level demonstrating sound and independent judgment, leadership, interpersonal skills, and ability to strategize, develop and effectively implement land management plans. This includes: working in teams, ability to prioritize activities and implement numerous assignments concurrently; responding quickly, effectively and flexibly to wide-ranging requests; and operating effectively in a cross-cultural setting. The Director of Operations reports to the Programme Manager of Burung Indonesia and will work with a team of 4 senior managers overseeing approximately 100 employees.

Tasks
Manage the concession budget to meet the objectives of the Hutan Harapan concession
Oversee the implementation of the 10 year work plan (RKU) and annual work plans (RKT) in collaboration with the Division Heads
Provides direction to the Division Heads on field office operations including community partnerships, concession planning and reporting,  business development, and finance and administration
Coordinate with the Burung Indonesia Hutan Harapan  programme  team on  programme  scope, goals and deliverables every three months
Liaise with key stakeholders at district, provincial and national levels

Qualifications

Head of Ecosystem Management Division (HEMD), Hutan Harapan Ecosystem Restoration Concession

Summary
The HEMD will  report to the Director of Operations and will lead a team composed of the forest protection team, firefighting team, infrastructure management team, as well as planning and restoration specialists. The HEMD will be responsible for managing the concession based on the strategies developed for each of the land-uses.  The Division Head will work in coordination with the other Division Heads to ensure that land-use management objectives are met.

Tasks
Lead the development of term planning and annual plan to meet the obligations of PT REKI as ERC license holder
Supervise, provide direction and priorities, and oversee the activities of the ecosystem management team, forest patrol units and the infrastructure maintenance team.
Ensure mobilization of resources in strategic locations to maintain the concession integrity, including coordination with other Head of Divisions.
Plan the area management and restoration strategies for assigned lands.  Choose appropriate management strategies, techniques and tools and monitor the progress of activities.
Coordinate with district, provincial and national authorities to ensure the integrity of Hutan Harapan’s concession boundaries
Lead the forest patrol units, and ensure that they are working effectively and strategically   
Develop, coordinate and maintain physical improvements.
Ensure that all boundaries of Hutan Harapan are well marked and posted, as necessary; and maintain good relations with bordering concessions.
Ensure monitoring programme to maintain the ecological integrity of Hutan Harapan
Contract research to support land management objectives where necessary
Responsible for managing and updating the geographic information system used for land management.
Conducts regular field visits to monitor conditions and supervise field staff.

Qualifications:

Senior management experience in concession management
At least 5 years’ experience work in leading and motivating a large staff, previous  work with field patrol / security teams an advantage

Head of Business Development Division (HBDD), Hutan Harapan Ecosystem Restoration Concession

Summary
Hutan Harapan is pioneering the development of non-timber forest products that are expected to not only generate income for the concession’s operations but also are environmentally sustainable while generating employment and promoting local economic development. Reporting to the Director of Operations, he/she will be responsible for leading HH’s business development team to manage all stages of the commodity development chain. In addition, the Head of the Business Department will explore the feasibility of other business development initiatives such as ecotourism and renewable energy.

Tasks 
Develop and implement commodity businesses that are economically and socially feasible  and meet ecosystem restoration concession objectives 
To manage all stages of the commodity value chain – planting, maintenance, harvesting and marketing. 
Generate a cash flow from the sale of Hutan Harapan’s commodities
Build shareholder value and interact and manage stakeholders that include processors, commodity companies, government, communities and major customers.
Ensure operational efficiency and  provide effective leadership and motivation
Develop field trials  for horticulture production where necessary
Facilitate feasibility studies to explore other sources of income generation  
Prepare budgets and progress reports
Qualifications:

Indonesian National
University degree (minimum BSc or S1) Business Development, Natural Resources, Horticulture/Agriculture or related field
Senior management experience in the agro-industrial sector with a track record of commercial success.

Head of Finance, Administration and Support Services (HFASD), Hutan Harapan Ecosystem Restoration Concession

Summary
Reporting to the Director of Operations, the Head of Finance, Administration and Support Services will be responsible for overseeing HH’s financial operations, administration support, HRD, transportation management, visitor services, as well as office and camp maintenance.

Tasks
Oversee all finance and accounting functions including budgeting; asset management; cash flow management; payroll; management reporting; financial variance and accounts analysis in accordance with generally accepted accounting principles, financial policies and procedures of PT REKI  and all other applicable laws, rules and guidelines
Grant and contract management including supporting the Director of Operations in negotiating donor funding support
Coordinate and lead the annual audit process, liaise with external auditors and the finance committee of the board of directors
Management of donor funding up to final financial report with exposure to reporting requirements of such donors as DANIDA, KfW, RSBP, and USAID
Maintain financial and accounting systems
Be accountable for and manage the staff delivering the following functions:

Qualifications:

Indonesian National

Program Hibah Pengelolaan Sumber Daya Alam Berbasis Masyarakat (PSDABM) adalah program yang ditujukan untuk memastikan bahwa LSM lokal, organisasi kemasyarakatan, organisasi perempuan, dan organisasi berbasis masyarakat yang lain bisa berpartisipasi dan mendapatkan manfaat dari investasi Proyek Kemakmuran Hijau di daerah – daerah kerja yang sudah ditentukan. Proyek – proyek tersebut diharapkan dapat berkontribusi dan mendukung tujuan dari Proyek Kemakmuran Hijau.
Program ini bertujuan untuk mendukung inisiatif dan investasi yang akan memperbaiki pengelolaan sumber daya alam pada tingkat tapak atau pada tingkatan komunitas, serta mendukung pemanfaatan energi baru dan terbarukan oleh masyarakat, dalam rangka perbaikan ekonomi rumah tangga, peningkatan produktivitas usaha kecil dan pembangunan ekonomi lokal.
MCA-Indonesia mengalokasikan 45 juta dolar AS untuk program hibah PSDABM, ditambah dengan 2 juta dolar AS khusus untuk program pemberdayaan perempuan terkait dengan PSDABM.

KPU MUBA Mengumumkan DPT untuk Pemilihan Bupati 2017


Mulai tanggal 17 Desember 2016 sampai 15 Februari 2017, Daftar Pemilih Tetap (DPT) yang ditetapkan KPU Kab. Muba pada tanggal 6 Desember 2016 yang lalu harus diumumkan.

Kewajiban diumumkannya DPT tertuang dalam PKPU Nomor 8 Tahun 2016 pasal 17 ayat 10 dan lampiran PKPU Nomor 7 Tahun 2016, bahwa pengumuman DPT dilakukan PPS ditempel pada pengumuman 1. Kantor Desa/Kelurahan, 2. Sekretariat RT/ RW, 3. Arsip PPS.
Berdasarkan peninjauan lapangan khusus PPK Kecamatan Sekayu sebagian PPS sudah menempel DPT di kantor Desa/Kelurahan dan Sekretariat RT/RW, diantaranya : Kelurahan Soak Baru, Desa Lumpatan 2, Kelurahan Balai Agung, Desa Sungai Medak, Desa Sungai Batang. Menyusul Desa/Kelurahan lainnya.
Menurut H. Ahmad Firdaus Marvel’s selaku ketua KPU Kab. Muba, Kita memang meminta sekretariat untuk membuat edaran agar DPT harus diumumkan dan ditempel Di Kantor Desa/Kelurahan, RT/RW/Dusun, TPS maupun tempat strategis lainnya mulai 17 Desember 2016 sampai 15 Februari 2017.
Dengan adanya Pengumuman DPT, pemilih dapat mengecek apakah terdaftar atau belum. Jika tidak terdaftar maka pemilih masih bisa memilih dengan menggunakan KTP-El  atau jika belum memiliki KTP, segera urus masing – masing pada RT/RW/Kadus/PPS untuk koordinasi pembuatan Surat Keterangan Dukcapil agar tetap memilih pada 15 Februari 2017.
“Gunakan hak pilih pada Pilkada 2017, dengan berpartisipasi aktif dalam mengurus atau mengikuti setiap perkembangan dan tahapan sehingga tidak kehilangan hak untuk memilih nanti,”  Ujar Firdaus.

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people’s living conditions on a sustainable basis. GIZ has been working in Indonesia since 1975 on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

Indonesia has played an important role in various international stages. As an active member of the G20, the Global Partnership for Effective Development Cooperation (GPEDC) and the High-Level Panel on the Global Development Framework beyond 2015, the country has taken responsibility in shaping global policies. Considering that Germany and Indonesia have engaged in global and also have a long standing partnership in development areas, both countries shall continue to join forces to achieve their shared interests. The network of global development partners is one vehicle where responsibilities and knowledge can be shared between the relevant partners.

In this regard, Indonesia has a long tradition of South-South and Triangular Cooperation. The National Medium-Term Development Plan (RPJMN) 2015-2019 mandated the enhance Indonesia’s role in the South-South and Triangular Cooperation (SSTC) by consolidating the regulatory frameworks, and institutional framework, including coordination among the related institutions. Indonesia is currently working on the process to reform the governmental structures and procedures of SSTC.

To further improve the coordination and also to develop binding standards for the related institutions in implementing their programs in SSTC, a National Coordination Team (NCT) has been established. This team comprises the Ministry of National Development Planning/Bappenas (Kementerian Perencanaan Pembangunan Nasional/BAPPENAS), the Ministry of Foreign Affairs (Kementerian Luar Negeri), the Ministry of Finance (Kementerian Keuangan) and the Ministry of State Secretariat (Kementerian Sekretariat Negara).

Indonesia is actively involved in the Global Partnership for Effective Development Cooperation (GPEDC) as well as in the formulation of new global development goals (post-2015). It is furthermore within the framework of the G20 that the Indonesian government has placed topics that are relevant for the country. Within the Association of Southeast Asian Nations (ASEAN) Indonesia is recognized as a leading force. The country is to become active as a donor in less developed countries.

National Advisor

Responsibilities
manages an area of responsibility that forms part of the project objectives, team agreements and/or agreements with the superior in the area of SSTC and NGG;
assists project initiatives to provide professional advisory services to and cooperate with a broad range of target groups in the area of SSTC and NGG;
supports the partner to develop a concept in the area of SSTC and NGG;
innovation and knowledge management;
implements daily operational aspects of all issues related to the project;
process technical aspects and further developing the area of responsibility in accordance with the specified quality standards;
maintain of a good flow of communication and information between all involved institutions and counterparts and GIZ;
Ensures that the project office runs smoothly.

Tasks

Advising the partner institution(s)
Assists the planning, development and monitors the implementation of project plans and activities in close consultation with project partners and/or implementing agencies in Indonesia, Myanmar and if necessary other countries;
Contributes to preparing and implementing the coordination process, joint project activities on national and international level, including Myanmar;
Deals with the design, preparation and implementation of workshops, seminars and other events on issues connected with the project/programme’s area of activity;
Develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives;
Networking and cooperation
Supports cooperation, regular contact and dialogue with partners, relevant national and international organisations, non-governmental agencies and individuals in the project/ environment and with other projects in Indonesia, Myanmar and other countries to improve and maintain good working relationships;
Communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project/programme;
Develops and maintains contact with all important stakeholders;
Provides technical assistance to local, regional and international experts  and related stakeholders;
Ensures knowledge management: collects processes and distributes relevant information, monitors communication and interaction between government institutions, NGOs and society through analyses of the media, direct dialogue, participation in meetings and seminars etc.
Knowledge management
Ensures knowledge transfer to project information;
Documenting the entire process in the project to become knowledge product;
Develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures;
Draws up reports and presentation documents;
Prepares appropriate input for various project/programme reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office;
Coordination tasks
Assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring and evaluation, quality management, evaluation, communication and documentation in close consultation with project partners and/or implementing agencies in Indonesia, Myanmar and if necessary other countries;
Coordinates relevant project activities at local level in consultation with the manager and in cooperation with the partners, both as regards implementation and preparing organisational aspects;
Compiles the relevant information for joint activities and assignments;
Handles order management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting).
Other duties/additional tasks
Performs other duties and tasks at the request of management.
Required qualifications, competences and experience
Masters/MSc/MA in International Development Studies or Public Policy or area that is related to the project objectives;
At least five (5) years professional experience working in/with and/or providing technical assistance to governmental and/or international organizations;
At least three (3) years professional experience on developing monitoring and evaluation systems and familiar with Indonesia Development Cooperation;
Previous professional experience abroad, including Europe, US and/or Asia is an asset;
Previous experience in providing on training an asset;
Excellent interpersonal and negotiation skills and ability to liaise and communicate effectively with governments;
Solid knowledge of German Technical Assistance is an asset;
Very good working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office);
Excellent written and oral knowledge of Bahasa Indonesia and English;
Working knowledge of German is an asset;
Willingness to up skill as required by the tasks to be performed –corresponding measures are agreed with management;
Strong managerial and organisational competence;
Willingness to travel (abroad) regularly;
